I have a problem with my skateboard, can anyone help?

Ive bought a new skateboard, but when i stand on it, it wobbles abit, its my first skateboard and i dont even know anything about them but i thought i should try and learn, oh and the weals are hard rubber and when i try to spin it it wont spin much at all, its like trying to rife a bike with the breaks on! what do i do?
