Does anybody recognize this book?

I read a book a bit back and all I remember about it is the main character was a girl who was discovered to have the ability to talk to dragons so the king sent her and a small army of men into a nearby valley where dragons were known to reside. I remember it was described as snowy and she'd spend the day standing in the snow waiting for a dragon to come close enough she could hear it's thought. Then after a while they killed a dragon and she ran from the cave she was in with the small army, through a bunch of tunnels, and ended up coming out into a different cave with all the dragons. That's all I remember though. Anyone recognize any bit of this? Please let me know, I've been looking for years.
