Redistribution of Wealth doesn't really help the poor?

Isn't it true that redistribution of wealth which is the taxation of wage-earners in order to benefit those who won't work, never actually benefits the nonworkers, because the government is the middle man that gets 99% of the money, allowing only the smallest percentage to get to the poor, forcing them to stay poor?
